General :
On creation of the Customs Service on 17 July 2001, the Border Service Medal was instituted by the Border Service Controller for award to those staff members who served in the Border Service and who contributed through their outstanding perfomance and dedication to its establishment.  The medal was designed by the Border Service and approved by the Cabinet Member for Finance in late July 2001

Description : The Border Service medal consists of a copper medallion 35mm in diameter, suspended from a ribbon.  The ribbon has a green centre with blue and gold stripes along each
edge.  The ribbon is 40mm wide.  The green centre is 18mm wide and the blue and gold stripes are 6mm and 2mm wide respectively.  On the obverse of the medal is a crocodile on a raised centre.  The words BORDER SERVICE TIMOR LOROSAE are stamped along the inside of the raised edge.  The reverse is plain with a raised edge.  Inside are the words FOR SERVICE 2000-2001.  The green of the ribbon symbolises East Timor, the land of the sleeping crocodile.  The dark blue and gold are the colours of the Border Service , and serve as a reminder of service in that organisation.  The crocodile on the medallion is taken from Timorese mythology and represents the Border Service.

Eligibility : All East Timorese staff (including UNTAET local staff) who served a minimum of 90 days in the Border Service during the period 1 November 1999 to 20 May 2002, are eligible for this award.  International staff (UNTAET, CivPol, Customs Contingent, and UNV) staff must have either completed a tour with the Border Control Unit / Border Service during 2000 or 2001 as part of a national contingent or have served a total of 180 days.  Staff members who were fired or terminated, resigned for cause or for the good of the service, received three or more letters of reprimand for misconduct, had excessive unexcused absences from work, refused to transfer to a new post, or failed to perform their duties in the required manner, are not eligible. Internationals who were transferred for cause, repatriated for a breach ofUNTAET Regulations, discredited the Service or failed to meet minimum standards of perfomance are not eligible

CAMPBELL Paul - was the Project Co-ordinator of the New Zealand Customs contribution to East Timor, and made a number of visits to inspect the deployments. He was also instrumental in assisting the United Nations and the East Timor Border Service develop a strategic plan which provided the framework for establishing the new border service.
