ROYAL WARRANT

The Cadet Forces Medal

GEORGE THE SIXTH, by the Grace of God, of Great Britain, Ireland and the British Dominions beyond the Seas, King, Defender of the Faith, to all to whom these Presents shall come, Greeting!

WHEREAS WE are desirous of honouring those who have rendered long and meritorious service as Officers, Chief Petty Officer Instructors and adult Warrant Officers in or with the Services Cadets:

We do by these Presents for Us, Our Heirs and Successors institute and create a new Medal and we do hereby direct that it shall be governed by the following rules and ordinances.

First: Style.

The Medal shall be designated and styled "The Cadet Forces Medal".

Secondly: Description.

The award shall be in cupro-nickel in the form of a circular Medal bearing on the obverse the Crowned Effigy of the Sovereign and on the reverse the inscription "The Cadet Forces Medal", and a representation of a torch. The name of the recipient shall be stamped on the rim of the Medal.

Thirdly: Ribbon.

The Medal shall be worn on the left breast suspended from a ribbon one and a quarter inches in width which shall be in colour green with yellow edges, narrow stripes of dark blue, red and light blue being superimposed. The ribbon shall be worn with the dark blue stripe further from the left shoulder than the stripe of light blue.

Fourthly: Eligibility (Royalty).

The medal may be worn by Us, Our Heirs and Successors, Kings and Queens Regnant of Great Britain, Ireland and the British Dominions beyond the Seas, and it shall be competent for Us, Our Heirs and Successors, to confer at Pleasure the award upon any Princes and Princesses of the Blood Royal.

Fifthly: Eligibility (General).

Those eligible for the Medal shall be persons granted Commissions by Ourself, Our Heirs or Successors, or by Our Admiralty or by Our Lieutenants of Counties or by Our Air Council in Our Reserve or Auxiliary or Volunteer Forces, and persons given appointments prior to 1st February 1942, as Officers by the Navy League or the Air League of the British Empire, for service in Units of or with Services Cadets, who have so served with such Commissions or appointments on or after 3rd September, 1939, and Chief Petty Officer instructors and adult Warrant Officers of Services Cadets who were serving as such on or after 3rd September, 1939, such Services Cadets having been raised in Our United Kingdom of Great Britain and Northern Ireland, any of Our Colonies or a territory under Our protection; or within any other part of Our Dominions Our Government whereof shall desire to take part in the grant of the award, under Regulations approved by Us, or within any territory under Our protection administered by Us in such Government.

Sixthly: Service required.

The period of service requisite for the award shall be twelve years qualifying service subsequent for 3rd September, 1926, inclusive, as defined in the regulations hereinafter mentioned, qualifying service during the Second World War, in the period 3rd September, 1939, to 2nd September, 1945, being reckoned two-fold. Service which has been, or may be, reckoned as qualifying service for the Efficiency Decoration or the Efficiency Medal or the Clasps thereto or service which has been recognised by the award of any other alternative Efficiency or Long Service Award may not be reckoned towards the award of the Medal.

Seventhly: Continuity.

Qualifying service shall be continuous, exception only being made to this rule in the manner prescribed in the Regulations hereinafter mentioned.

Eighthly: Qualifying service terminated by disability.

It shall be competent for Our First Lord of the Admiralty, Our Secretary of State for War or Our Secretary of State for Air, as the case may be, or the Governors or Officers administering the Government, as the case may be, of Our respective Colonies or territories under Our protection, or the appropriate Ministers of State in any of Our Dominions, Our Government whereof shall so desire, or within any territory under Our protection administered by Us in such Government, in relation to the Services Cadets within their respective jurisdiction, to approve the special award of this Medal where qualifying service has been terminated by disability of a permanent nature directly attributable to qualifying service during the period 3rd September, 1939, to 2nd September, 1945, before the completion of the required period of qualifying service, provided that in such cases the individual has completed qualifying service which under the terms of this, Our Warrant, my be reckoned as eleven years.

Ninthly: Clasp.

A Clasp to the Medal, to be attached to the ribbon when the Medal itself is worn, and in cupro-nickel, may be awarded on the completion of each additional twelve years of qualifying service after the end of the qualifying period for the grant of the Medal. A cupro-nickel rose Emblem denoting the award of each Clasp shall be worn on the ribbon when the ribbon only is worn.

Tenthly: Certificate of efficiency.

No person shall be recommended for the Medal or Clasp unless, having completed the qualifying period of service, it is certified that he is, or was when he last served, efficient and in every way deserving of the award.

Eleventhly: Registration.

The names of all those to whom the Medal or Clasp is awarded shall be recorded in the manner prescribed in the Regulations hereinafter mentioned.

Twelfthly: Order of wear.

In the official list showing the order in which Orders, Decorations and Medals are worn the Cadet Forces Medal shall be placed after The King's Medal for Champion Shots in the Military Forces and before the Rocket Apparatus Volunteer Long Service Medal.

Thirteenthly: Miniatures.

Reproductions of the Medal, known as miniature Medals, which may be worn on certain occasions by those to whom the Medal is awarded, shall be approximately half the size of the Cadet Forces Medal, and a sealed pattern of the miniature Medal shall be kept in the Central Chancery of Our Orders of Knighthood.

Fourteenthly: Forfeiture and Restoration.

It shall be competent to Our First Lord of the Admiralty, Our Secretary of State for War, or Our Secretary of State of Air, as the case may be, or for the Governors or Officers administering the Government, as the case may be, of Our respective Colonies or territories under Our protection, or for the appropriate Ministers of state in any of Our Dominions, Our Government whereof shall so desire, or within any territory under Our protection administered by Us in such Government, in relation to the Services Cadets within their respective jurisdiction, to cancel and annul the conferment of the Medal or Clasp on any person, under the conditions laid down in the Regulations hereinafter mentioned, and also to restore a forfeited award under those Regulations.

Fifteenthly: Regulations.

The award shall be conferred under such Regulations as to grant, forfeiture, restoration and other matters, in amplification of this Our Warrant, as may with Our approval be issued from time to time by Our First Lord of the Admiralty, Our Secretary of State for War, or Our Secretary of State for Air, as the case may be, after agreement has been reached between those three Ministers and Our Prime Minister, or subject to the agreement of the aforesaid Ministers, by the Governors or Officers administering the Government, as the case may e, of Our respective Colonies or territories under Our protection, in relation to the Services Cadets within their respective jurisdiction, or by the appropriate Minister of State in any of our Dominions, Our Government whereof shall so desire, or within any territory under Our protection administered by Us in such Government.

Lastly: Annulment, etc., of rules and ordinances.

We reserve to Ourself, Our Heirs and Successors, full power of annulling, altering, abrogating, augmenting, interpreting, or dispensing with these rules and ordinances, or any part thereof, by a notification under Our Sign Manual.

ELIZABETH THE SECOND, by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of Our other Realms and Territories Queen, Head of the Commonwealth, Defender of the Faith, to all to whom these Presents shall come, Greeting!

WHEREAS His late Majesty, King George VI, by a Warrant* under His Royal Sign Manual dated this 1st day of February, 1950, was pleased to institute and create a Medal designated "The Cadet Forces Medal".

AND WHEREAS We deem it expedient that the Warrant should be amended to permit of the reckoning of service during the Second World War at less than twice its actual length:

WE do by those presents for Us, Our Heirs and Successors, ordain that the Sixth Clause of the Royal Warrant shall be amended by the addition, at the end of the first sentence, of the words, "except where otherwise provided at a lower rate in the Regulations hereinafter mentioned".

WHEREAS His late Majesty, King George VI, by a Warrant* under His Royal Sign Manual dated this 1st day of February, 1950, hereinafter described as the original Warrant, was pleased to institute and create a Medal designated "The Cadet Forces Medal".

AND WHEREAS this original Warrant was amended by Us by a Warrant under Our Royal Sign Manual dated the eighth day of January, one thousand nine hundred and fifty-five.

AND WHEREAS We deem it expedient that the original Warrant should be further amended to permit of the reckoning towards the grant of the Medal of service as Petty Officer Instructor in the Sea Cadet Corps.

WE do by these Presents for Us, Our Heirs and Successors, ordain that the second paragraph of the preamble to the original Royal Warrant and the Fifth Clause of the original Royal Warrant shall be amended by the addition after the phrase, "Chief Petty Officer Instructors" of the words, "Petty Officer Instructors."

WE do also ordain that in the original Warrant the Twelfth Clause relating to the order of wear shall be amended by the alteration of the words "after the King's Medal for Champion Shots in the Military Forces and before the Rocket Apparatus Volunteer Long Service Medal" to "after the Queen's Medal for Champion Shots of the Air Forces and before the Coast Life Saving Corps Long Service Medal".

AND WHEREAS We deem it expedient that the original Warrant should be further amended to permit of the reckoning towards the grant of the Medal as a person given an appointment as an officer by Our Defence Council.

WE do by these Presents for Us, Our Heirs and Successors, ordain that the Fifth Clause of the original Royal Warrant shall be amended by the deletion of the words "Those eligible for" in the first line to "Volunteer Forces" in the fourth line and the substitution of the following:

"Those eligible for the Medal shall be persons granted Commissions by Ourself, Our Heirs or Successors, or by Our Defence Council or by Our Lieutenants of Counties, in Our Reserve or Auxiliary or Volunteer Forces, and persons given appointments by Our Defence Council in these Forces",

AND WHEREAS this original Warrant was mended by Us by Warrants under our Royal Sign Manual dated the eight day of January, one thousand nine hundred and fifty-five, the twentieth day of June, one thousand nine hundred and sixty and the twenty-first day of December, one thousand nine hundred and sixty-four.

AND WHEREAS We deem it expedient that the original Warrant should be further amended to permit of the clasp of the Medal to be awarded after eight years service.

WE do by those presents for Us, Our Heirs and Successors, ordain that the Ninth Clause of the original Royal Warrant shall be amended by the addition, after the word Service, of the words "or on or after 1st July, 1971, on completion of each additional eight years, not necessarily continuous, qualifying service."

REGULATIONS OF THE AWARD

THE NEW ZEALAND CADET FORCES MEDAL

REGULATIONS 1989

PURSUANT to the Royal Warrant* dated the 1st day of February 1950 instituting and creating the Cadet Forces Medal (as amended by the Royal Warrants+ dated the 8th day of January 1955, the 20th day of June 1960, the 21st day of December 1964, and the 30th day of November 1971), the Minister of Defence hereby makes the following regulations for the purposes of the Cadet Forces Medal and Clasp in relation to the cadet forces raised in New Zealand, approved by Her Majesty the Queen.

REGULATIONS

1 Title and commencement

These regulations may be cited as the New Zealand Cadet Forces Medal Regulations 1989.

These regulations shall come into force on the 28th day after the date of their notification

in the Gazette.

2 Interpretation

In these regulations, unless the context otherwise requires, "The Medal" means the Cadet Forces Medal instituted and created under the Royal Warrant: *S.R. 1954/10 +S.R. 1969/280; S.R. 1989/325

"The Royal Warrant" means the Royal Warrant dated the 1st day of February 1950 instituting and creating the Medal (as amended from time to time by subsequent Royal Warrants).

3 Power to make awards

Power to award the Medal, and Clasps to the Medal, in New Zealand shall be vested in the

Minister of Defence.

4 Service required for Medal

The period of service required for the Medal is 12 years qualifying service subsequent to the 3rd day of September 1926 (inclusive).

Qualifying service shall be made up of service of one or more of the following kinds (together with such other service, if any, as may be counted under subclause 3 of this regulation):

Service as a Commissioned Officer, Chief Petty Officer Instructor, or Petty Officer

Instructor with the New Zealand Sea Cadet Corps or the New Zealand Navy League Sea

Cadet Corps:

Service as a Commissioned Officer with the New Zealand Cadet Corps:

Service as a Commissioned Officer with the New Zealand Air Training Corps:

Service as a Commissioned Officer with the Secondary School Cadets.

Subject to subclause 4 of this regulation, service of one or more of the following kinds

may be counted towards qualifying service:

Service as a Commissioned Officer, Chief Petty Officer Instructor, or Petty Officer

Instructor with any officially recognised cadet forces of any other Commonwealth country

of which the Queen is head of State:

Service which has interrupted continuous qualifying service and which consists of

commissioned or other service

During hostilities in the armed forces or merchant navy of New Zealand or any

other Commonwealth country; or

Involving liability to regular training during peacetime in the reserve or auxiliary

forces of New Zealand or any other Commonwealth country of which the Queen is

head of State; or

Of a compulsory full-time nature during peacetime in the armed forces of New

Zealand or any other Commonwealth country of which the Queen is head of State:

Service on or after the 1st day of July 1971 as a cadet aged 18 years or more in

any of the cadet forces of New Zealand or in any officially recognised cadet forces of any

other Commonwealth country of which the Queen is head of State.

Service may not be counted towards qualifying service under subclause 3 of this regulation if it has been recognised by any similar award under the regulations of another Commonwealth country or by any alternative award for efficiency or long service.

5 Service required for Clasps

A Clasp to the Medal may be awarded

For each additional 12 years qualifying service completed before the 1st day of July1971; or

For each additional 8 years qualifying service completed on or after the 1st day of July 1971.

6 Honorary rank

Service in an honorary rank other than as bandmaster shall not be qualifying service.

7 Continuity of service

Subject to subclauses 2 and 3 of this regulation, qualifying service shall be continuous.

The Minister of Defence may in his or her discretion make exceptions

In the case of any break in qualifying service not exceeding 6 months; or

In the case of any break not exceeding 3 years in qualifying service with the cadet

forces of New Zealand where the officer or instructor

Was, although residing in New Zealand, unable to continue service because of

any change in place of residence or circumstances of civilian employment; but

Remained on the strength of a unit of the cadet forces or, if posted off, applied

within 1 month to be reposted to a unit of the cadet forces; or

In the case of any break not exceeding 3 years in qualifying service with the cadet

forces of New Zealand where the officer or instructor

Was required by civilian employment to work outside New Zealand; but

Remained on the strength of a unit of the cadet forces or, if posted off, applied

to be reposted to a unit of the cadet forces within 1 month after resuming residence

in New Zealand:

In the case of any break in qualifying service not exceeding 3 years where the

officer or instructor

Was immediately before the break serving with the cadet forces of another

Commonwealth country of which the Queen is head of State; and

Having taken up residence in New Zealand, applied within 1 month to be

posted to a unit of the cadet forces of New Zealand.

Additional qualifying service required for the award of a Clasp to the Medal

need not be continuous.

8 Register of recipients

A Register of those to whom the Medal or a Clasp to the Medal have been awarded in New Zealand shall be maintained by the Secretary of Defence.

9 Publication

Notice of awards of the Medal or of a Clasp to the Medal shall be published in the Gazette.

10 Forfeiture

If the service of any holder of the Medal or of a Clasp to the Medal is terminated for misconductor for neglect of duty, the Medal or Clasp shall, at the discretion of the Minister of Defence, be forfeited and may be recovered by the Minister.

11 Restoration

A Medal or Clasp forfeited under regulation 10 of these regulations may be restored at the discretion of the Minister of Defence.

12 Revocation

The New Zealand Cadet Forces Medal Regulations 1969 S.R. 1969/281 are hereby revoked.

EXPLANATORY NOTE

This note is not part of the regulations, but is intended to indicate their general effect.

These regulations, which come into force on the 28th day after the date of their notification in the Gazette, revoke and replace the New Zealand Cadet Forces Medal Regulations 1969.

The regulations are made under the Royal Warrant dated 1 February 1950, as amended by Royal Warrants dated 8 January 1955, 20 June 1960, 21 December 1964, and 30 November 1971.

The regulations make a number of minor changes of detail relating to qualifying service. More significantly, the new regulations add to the kinds of service that may be counted towards qualifying service, service as a cadet aged 18 years or more in any of the cadet forces of New Zealand or any Commonwealth country of which the Queen is head of State.
