5 Eligibility for the Award :  Eligible persons must have had consecutive or aggregate service of one day or more on land in East Timor, seven days on a ship, completed seven sorties as aircrew, seven days as part of a support element to a New Zealand contributuion or thirty days as a visitor.  The medal is to be awarded for service on or after 19 June 1999, until a date to be determined by the Governor General.  Service must have taken place within the political boundaries and airspace of East Timor, the maritime area 50 nautical miles around it and including Atauro Island and a corridor from anywhere within this maritime area for direct passage to Darwin, terminating at the outer limit of the territorial sea of Australia.  There will be ongoing awards to those who become eligible.  A silver clasp bearing the words 'EAST TIMOR'  will be awarded to those persons who have qualified for the medal and have completed 365 days or more in the operational area.  A silver rosette shall be worn on the ribbon when the ribbon alone is worn to indicate the award of the bar.

ROYAL WARRANT

The East Timor Medal

Elizabeth the Second, by the Grace of God Queen of New Zealand and Her Other Realms and Territories, Head of the Commonwealth, Defender of the Faith, to all to whom these Presents shall come, Greeting!

Whereas We are desirous of instituting a medal to award to members of Out New Zealand Defence Force and certain other persons who serve in East Timor:

We do by these Presents for Us, Out Heirs and Successors, institute and create a new Medal.

1 Style
The Medal shall be styled and designated "The East Timor Medal".

2 Description
The Medal must be circular in shape, bearing-
aon the obverse, the Effigy of the Sovereign within the Royal styles and titles for New
Zealand; and
bon the reverse, a representation of the head of a Kiwi, facing to the right and overshadowing a map of East Timor with the words 'EAST TIMOR" below and, in the top
right of the field, a sprig of olive leaves.

3 Ribbon
The Medal shall be worn from the left breast suspended from a ribbon, 32 millimetres in width, of white, black, red, green, red, black, and white stripes.

4 Operational area
In this warrant "operational area" means the political boundaries and airspace of the Non-self Governing Territory of East Timor and the maritime area of 50 nautical miles around East Timor and Atauro Island, and a corridor from anywhere within this maritime area for direct passage to Darwin, terminating at the outer limit of the territorial sea of Australia.

5 Eligibility
Thc following persons shall be eligible for the Medal if they have served in the operational area during the required period of service:
amembers of the New Zealand Defence Force who have been posted to or attached to, or
worked with or alongside, a New Zealand Government contribution to a United Nations mission or an international force:
bmembers of the New Zealand Police who have been posted to or attached to, or worked
with or alongside, a New Zealand Government contribution to a United Nations mission or all international Force:
cNew Zealand civilians working with or alongside a New Zealand Government contribution
to a United Nations mission or an international force:
dNow Zealand civilians working on a temporary basis with a United Nations mission:
eNew Zealand civilians working on a permanent. or temporary basis under the direction or supervision or the New Zealand Defence Force:
fmembers or New Zealand philanthropic organisations sponsored or supported by, or working alongside, a New Zealand Government contribution to a United Nations mission or an international force:
gsuch other persons whom the Governor-General of New Zealand, on the advice of the Prime Minister of New Zealand or a Minister of the Crown acting for the Prime Minister, may determine.

6 Qualifying service: New Zealand Defence Force
Members of the New Zealand Dcfence Force qualify for the award of the Medal if they -
ahave had service of a day or more on the posted strength of a unit or formation on land in
the operational area; or
bhave had service of 7 days or more, continuous or aggregated, in ships or craft in the operational area; or
chave had service of 7 days or more, continuous or aggregated in the operational area as part of a support element of a New Zealand Government contribution to a United Nations mission or an international force; or
dhave completed 7 sorties over the operational area as aircrew on the posted strength of a unit allocated for direct support of operations; or
ehave had service of 30 days or more, continuous or aggregated, for official visits, inspections, or other occurrences of a temporary nature on duty in the operational area.

7 Qualifying service: New Zealand Police and New Zealand civilians
Members or the New Zealand Police and New Zealand civilians qualify for the award of the Medal if they -
ahave had service of a day or more on land in the operational area working with or alongside the United Nations, a New Zealand Government contribution to a United Nations mission or an international force; or
bhave had service of 30 days or more, continuous or aggregated, for official visits, inspections, or other occurrences of a temporary nature in the operational area.

8 Qualifying service: General
aService in the operational area that is brought to an end by death or evacuation owing to wounds or other disability due to service shall quality for the award of the Medal even though the service may not amount to that prescribed for the award of the Medal in clause 6 or cause 7.
bService in the operational area that is less than that proscribed for the award of the Medal in clause 6 or clause 7, but has been recognised by a New Zealand Royal Honour for gallantry, bravery, or meritorious service, equivalent or senior to The Qucen's Service Medal, qualifies for the award of the Medal.

9 Clasp for additional service
aA silver clasp hearing the words "EAST TIMOR", to be attached to the ribbon of the Medal, shall be awarded to those persons who have qualified for the award of the Medal and have had service of 365 days or more, continuous or aggregated, in the operational area.
bTo denote the award of the Clasp, a silver rosette shall be worn on the ribbon of the Meal when the ribbon alone is worn.

10 Period of service
The Modal and Clasp shall be awarded for service in the operational area between 19 June 1999 and a later date the Governor-General of New Zealand, on the advice of the Prime Minister of New Zealand or a Minister of the Crown acting for the Prime Minister, may determine.

11 Register
The names of all those persons who receive the Medal and Clasp shall be recorded in a register kept by the Chief of the Defence Force.

12 Engraving of Medal
The name of the recipient shall be engraved or stamped on the rim of the Medal.

13 Order of wear
In the official List showing the order in which Orders, Decorations, and Medals shall be worn in New Zealand, the East Timor Medal shall be worn, according to the date of award, as a war medal.

14 Miniatures
Reproductions; of the Medal and Clasp, in miniature, which may be worn on certain occasions by those persons who have received the Medal and Clasp, shall not exceed one-half of the size of the full -size Medal and Clasp.

15 Delegated powers
Delegated powers to make awards of the Medal and Clasp under the terms of this Our Warrant are, vested in the Chief of Defence Force or a Chief of Staff acting for the Chief of Defence Force.

16 Forfeiture and restoration
It shall be competent for the Minister of Defence or a Minister of the Crown acting for the Minister of Defence to-
acancel and annul the conferment of the Medal or Clasp on a person; and
bif the conferment of the Medal or Clasp on a person has been cancelled or annulled, restore the Medal or Clasp to that person.

17 Annulment
We reserve to Ourself, Our Heirs and Successors, full power of annulling, altering, abrogating, augmenting, interpreting, or dispensing with this Our Royal Warrant, or any part of it, by a notification under Our Sign Manual.
