Outstanding Civilian Service Medal
The Outstanding Civilian Service Award consists of a bronze medal, lapel button, and citation certificate. The Secretary of the Army or a major commander may award this medal for outstanding service that makes a substantial contribution or is of significance to the major Army command concerned. Eligible recipients include any individual (except Army civilian employees who are eligible for Army honorary awards,military personnel, or Army contractors), Federal Government officials at the policy development level, and technical personnel who serve the Army in an advisory capacity or as consultants. Commanders of Major Army commands may redelegate approval authority for this award to any commander in the rank of Major General or
above.

1 Description
Medal: A bronze disc 1 9/16 inches (3.97 cm) in height and 1 7/16 inches (3.65 cm) in width, with a wreath on the lower half of the rim denoting nonmilitary service. The equilateral triangle is symbolic of the civilian. Displayed on the triangle is the eagle from the Great Seal of the United States. The reverse of the medal is inscribed "AWARDED TO" "FOR OUTSTANDING CIVILIAN SERVICE TO THE UNITED STATES ARMY."

Ribbon: The medal is suspended from a ribbon 1 3/8 inches in width consisting of thirteen alternating stripes equally spaced, seven white and six red, with a blue stripe 1/64 inch in width, centered on each white stripe.

2 Eligibility and Criteria
The Secretary of the Army or a Major Army Command (MACOM) commander may award this medal for outstanding service that makes a substantial contribution or is of significance to the MACOM concerned to include: (1) Civilians not employed by the Army or Army contractors. (2) Federal Government officials at the policy development level. (3) Technical personnel who serve the Army in an advisory capacity or as consultants. MACOM Commanders may redelegate approval authority for this award to any commander in the rank of Major General or above.

3 Background
The medal was established by directive of the Secretary of the Army in January 1959. It is ranked next below the Distinguished Civilian Service Decoration and above the Patriotic Civilian Service Lapel Button. This award consists of a bronze medal, lapel button and certificate. A service ribbon and miniature size medal are also available.
