Eligibility: This medal is awarded by the President to individuals who have performed exemplary deeds of service for the country of similar nature required by the Presidential Medal of Freedom, but of a lesser impact or scope.
Criteria: Establised by Executive Order 11494,"Estabishing the Presidential Citizens Meal" Noov 13,1969
Process: Heads od DoD components or officials of the Office of the Secretary of Defense at the level of Assistant Secretary or above shall submit nominations with full justification to the Office of the Assistant Secretary of Defense who will recomend to the Secretary whether the nomination should be refered to the President.
